The following is announced for general competitive bidding. Date: July 24, 2026. Responsible Accounting Officer: Yamamoto Shuichi, Director of National Hospital Organization Higashi Saga Hospital. Procurement Agency Number: 597. Location Number: 41. No. 13502.
1. Procurement Details:
(1) Item Classification Numbers 22, 31.
(2) Purchase Subject and Quantity: Complete Endoscope System.
(3) Delivery Deadline: March 31, 2027.
(4) Delivery Location: National Hospital Organization Higashi Saga Hospital.
(5) Bidding Method: The bid amount shall include the purchase price and all costs required for delivery. The winning bid price will be the amount stated in the bid plus 10% of that amount (any fraction less than 1 yen will be rounded down). Bidders must state in the bid form an amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses.
2. Eligibility for Competition:
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Rules (hereinafter referred to as the Contract Rules). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be eligible under special reasons.
(2) Must not fall under Article 6 of the Contract Rules.
(3) Must be rated A, B, C, or D in the Ministry of Health, Labour and Welfare unified qualification for 'sale of goods' and have competition eligibility in the Kyushu-Okinawa region. Applications for this qualification are accepted at designated government procurement offices as of March 31, 2026.
(4) Must prove a system for rapid after-sales service and maintenance for the purchased goods.
(5) Must have qualifications designated by the accounting officer under Article 4 of the Contract Rules. Language and currency for contract procedures: Japanese and Japanese currency. Bid and contract guarantees are exempted. Bidders wishing to participate must submit sealed bids with documents proving capability to deliver the goods by the deadline. Bidders must respond to explanations requested by the accounting officer before the bid opening date. Invalid bids include those from ineligible bidders or those who fail to fulfill required obligations. Contract creation is required. The successful bidder will be the one with the lowest valid bid within the estimated price limit under Article 21 of the Contract Rules, unless there is concern about contract performance or fairness of trade order, in which case the next lowest bidder may be selected.
