The following general competitive tender is announced. Date: July 24, 2026. The Japan Foundation, Contract Officer Masato FURUYA. Procurement agency number 573, location number 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Implementation of the Japan Foundation Japanese Language Basic Test (JFT-Basic) by CBT method, complete service.
(3) Specifications: According to the tender documents and specifications.
(4) Contract period: From contract signing date until March 31, 2032.
(5) Location of performance: As specified in the tender documents and specifications.
(6) Tender method: Comprehensive evaluation bidding method (details in tender documents). Bidding amount is a total price for the specifications (contract will be based on unit prices defined in the contract). The winning bid price will be the bid amount plus 10% of that amount; bidders must state 100/110 of the estimated contract amount regardless of tax status. Eligibility: Must not fall under disqualifications per The Japan Foundation accounting rules Articles 16 and 18. Must hold A, B, or C grade in the unified qualification for service provision for FY 2025-2027. Note that The Japan Foundation does not conduct qualification screening or registration. Must not be under suspension by The Japan Foundation or Ministry of Foreign Affairs. Must have no record of default or delay in the past year with The Japan Foundation. Must be authorized to use JISQ15001 (Privacy Mark) certified by JIPDEC or designated body. Must have ISO/IEC27001 (Information Security Management System) certification. Must have ISO9001 (Quality Management System) certification. Must have conducted multiple CBT language tests in the past five years. Must meet all other requirements in the tender documents. Invalid bids include those from ineligible bidders or those not meeting requirements. Contract document required. Award method: Among bidders meeting all mandatory requirements and bidding within the estimated price, the highest evaluated bid will be awarded.
