The following general competitive bidding is announced. Date: July 24, 2026. Responsible officer for expenditure commitment: Shiota Masahiro, Director-General of West Japan Civil Aviation Bureau. Procurement agency number: 020. Location number: 27. Contract number: 492.
1. Procurement details:
(1) Item classification number: 16.
(2) Contract subject: Sound transmitting apparatus (main station) (4YA 6037-1484G3) purchase of 5 units and 1 additional item (subject to electronic bidding and electronic contract).
(3) Procurement details according to specifications.
(4) Use of electronic procurement system: This project is subject to electronic bidding and contracting. If electronic bidding is difficult, submission of a paper bidding participation consent and paper contract request is required.
(5) Delivery deadline: March 19, 2027.
(6) Delivery location: As specified in the specifications.
(7) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.

(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting.
(2) Must not fall under Article 71 of the same order.
(3) Must hold the Ministry of Land, Infrastructure, Transport and Tourism unified qualification for competitive participation for fiscal years 2025-2027, graded A, B, C, or D for 'sale of goods'.
(4) Must not be under suspension of nomination related to aviation bureau contracts.
(5) Must not be excluded due to organized crime group affiliation.
(6) Must have received the bidding explanatory documents or downloaded them from the electronic procurement system.
(7) Submission locations and contact details are provided. Bidding documents must be submitted by specified deadlines. Language and currency for contract procedures are limited to Japanese and Japanese yen. Bid guarantee and contract guarantee are exempted. The contract documents will be exchanged via the electronic procurement system or paper if necessary. The winning bidder will be the lowest valid bidder meeting all requirements within the estimated price limit. If multiple lowest bidders exist, the winner will be decided by lottery. Negotiations are not conducted.
