(1) Classification codes 71, 27.
(2) Subject and quantity: Comprehensive support services for Phase I management related to the new development of the House Legislation Information Network System and the House Internet Information Search System.

(6) Bidding method: The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than one yen will be truncated). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of tax status. This bidding uses a comprehensive evaluation method; bidders must submit documents related to the required technology for evaluation. Eligibility:
(1) Must not fall under Article 70 of the Cabinet Order on Budget, Auditing and Accounting; exceptions apply for minors or persons under guardianship with consent.
(2) Must not fall under Article 71 of the same order.
(3) Must have Grade A or B classification in 'Software Development' or 'Other' under the unified qualification for fiscal years 2025-2027 in the Kanto-Koshinetsu region.
(4) Must not be under suspension based on the House of Representatives' contract suspension rules.
