(2) Purchase subject and quantity: Complete set of mechanical ventilators.
(3) Characteristics of procurement subject: As per bidding instructions.

(6) Bidding method: The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of tax status. Eligibility: Bidders must not fall under disqualifications per Tokyo University of Science contract regulations Articles 7 and 8. Agents and employees are subject to the same. Must be rated A, B, or C in the 2026 fiscal year Kanto-Koshinetsu region unified qualification for goods sales. Must have qualifications designated by the Director per Article 6 of the contract regulations. Must not be under suspension from transactions with the university. Must prove a system for prompt after-sales service and maintenance. Must prove possession of a medical device sales permit under the Pharmaceutical and Medical Device Act. No bid or contract guarantee required. Bidders must submit sealed bids with documents proving ability to supply the goods by the deadline. Bidders must respond to explanations requested by the Director before bid opening. Invalid bids include those from unqualified bidders or those failing obligations. Contract document required. Award method: The Director will award to the lowest valid bid within the price limit per contract regulations Article 13. No negotiation in procedure. Other details per bidding instructions.
