The following general competitive tender is announced. Date: July 29, 2026. Official in charge of disbursement: Miyuki OGUMA, Deputy Director General, Administrative Department, Director, Accounts Division, National Diet Library. Procurement agency number: 001. Location number: 13. No.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Digitization of domestically published books (simplified organized materials: practical books etc. part 1), approximately 450,000 frames (planned).
(3) Specifications: According to the tender explanation and specifications documents.
(4) Fulfillment deadline: March 30, 2027.
(5) Fulfillment location: According to the specifications.
(6) Tender method: The bid price shall be the unit price per frame. Bidders shall state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses. Payment will be made by multiplying the bid price by the number of frames produced (fractions less than one yen will be rounded down) plus consumption tax and local consumption tax.
2. Qualification for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under conservatorship or assistance with necessary consent may be exceptions under special reasons.
(2) Must not fall under Article 71 of the same order.
(3) Must have Grade A or B rating in manufacture of goods or provision of services in the Kanto-Koshinetsu region or pass qualification screening by the deadline.
(4) Must have proven experience, technology, and equipment for the work.
(5) Must not be under suspension of designation based on National Diet Library contract rules.
(6) Must have qualifications as determined by the disbursement official under Article 73.
