The following general competitive bidding is announced. Date: July 29, 2026. Official in charge of disbursement: Kazunari YOSHIDA, Director of Accounts Division, Minister's Secretariat, Ministry of Health, Labour and Welfare. Procurement agency number: 017. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive procurement support services related to the upgrade of the online reporting system for vital statistics.
(3) Specifications: According to the bidding instructions and specifications.
(4) Performance period: From contract date until March 31, 2027.
(5) Performance location: As designated separately by the official in charge of disbursement.
(6) Bidding method: The bid amount shall be a total price. The winning bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of tax status. This procurement will be conducted via the Government Electronic Procurement System (GEPS). Those unable to use GEPS may request to submit paper bids in writing to the official in charge. Eligibility requirements: Must not fall under Article 70 or 71 of the Cabinet Order concerning Budget, Auditing and Accounting. Must not be under suspension by the Ministry of Health, Labour and Welfare. Must have a rating of A, B, or C in the Ministry's unified qualification for service provision for fiscal years 2025-2027 and have competition eligibility in the Kanto-Koshinetsu region. Must not have false information in application documents. Must not have extremely deteriorated management or credit status. Must meet other qualifications as determined by the official in charge.
