Tender Notice:
The Independent Administrative Institution for Small and Medium Enterprise Infrastructure Development hereby invites general competitive bids as follows. Date: July 30, 2026. Procuring Entity: Finance Department Director, Kenshi ZENISHI. Procurement Number: 598. Location Number: 13.
1. Procurement Details:
(1) Item Classification Numbers 71, 27.
(2) Subject and Quantity: Comprehensive support services for formulating the institution's IT infrastructure migration plan.
(3) Specifications: According to the tender documents and specifications.
(4) Contract Period: From contract signing date until March 31, 2027.
(5) Performance Location: As specified in the specifications.
(6) Bidding Method: Bidders must state the total contract amount. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter the amount equivalent to 100/110 of the estimated contract amount regardless of tax status.
2. Eligibility:
(1) Must not fall under disqualifications per the institution's contract handling guidelines Articles 2 and 3.
(2) Neither bidder nor subcontractors may be antisocial forces as defined in the institution's antisocial forces policy.
(3) Must hold unified qualification for fiscal years 2025-2027 in categories: service provision research/study (303), information processing (304), or software development (306), with grade A, B, or C.

3. Submission and Document Distribution:
Tender documents available from August 18 to September 25, 2026, downloadable from the institution's website. Specifications distributed at the briefing session on August 18, 2026, 14:30, at the institution's 7th floor meeting room 7C. Non-attendees may request specifications by submitting a form with a prepaid envelope. Specifications must be returned after bidding with a withdrawal notice.
4. Bid Submission:
Deadline October 7, 2026, 12:00 noon (must arrive by then). Opening on October 8, 2026, 11:00 at the institution's 2nd floor meeting room 2L. Language and currency: Japanese and Japanese yen. No bid or contract guarantee required.
5. Invalid Bids:
Bids from ineligible bidders or those not fulfilling obligations will be invalid.
6. Contract Award:
