1. Items subject to competitive bidding:

(2) Subject: Comprehensive additional functions work for the FY2026 Industrial Waste Administration Information System.

2. Tender method: This tender accepts technical proposals along with bids, and the successful bidder will be decided by a comprehensive evaluation of price and technical proposals. The bid amount must include all costs required for the work. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of their tax status. Use of the electronic procurement system is required for submission of certificates and bids; if electronic bidding is difficult, a request to participate by paper bid must be submitted. Eligibility: Bidders must not fall under the provisions of Articles 70 and 71 of the Budget and Accounting Act, must not be under suspension by the Director of the Accounting Division of the Ministry of the Environment, and must hold a rating of A, B, C, or D in the unified qualification for competitive participation for FY2023-2025 in the categories of 'Research' or 'Software Development'. Bidders must pledge to exclude organized crime groups as stated in the tender documents.
