(1) Classification Number: 41.
(2) Project Name: Construction works of Fujishiro revetments (3-A section) and others at Wakayama Shimotsu Port coast (Kainan district).
(3) Location: Wakayama Shimotsu Port coast, Kainan district.
(4) Scope: This project involves demolition of existing structures, main construction, foundation work, covering and anchoring, upper structure, anti-corrosion work, drainage structures, miscellaneous and ancillary works, and temporary works for the Fujishiro revetments (3-A section) and others.
(5) Contract Period: From contract conclusion date until March 24, 2028.
(6) This construction is subject to the law on recycling of construction materials, requiring separated demolition and recycling of specific construction waste.
(7) The project applies a comprehensive evaluation bidding method (technical proposal evaluation type S) considering price and non-price factors, including confirmation of construction system to ensure quality. It is a trial project for a construction system confirmation type comprehensive evaluation bidding method.
(8) The project also applies a post-contract VE proposal system allowing proposals for design changes to reduce costs without lowering function or performance.
(9) Electronic bidding system is used for submission of qualification documents and bids; paper bidding allowed with approval. Electronic contract system is used for document exchange; paper contracts allowed with approval. The project discloses reference materials to qualified bidders and publishes pricing and evaluation details after contract award. The project promotes i-Construction initiatives applying BIM/CIM for data sharing and efficiency across construction stages. It includes trial projects for weather-related schedule adjustments, holiday securing evaluation, construction career up system utilization, inexperienced chief engineer training, workplace environment improvements, heatstroke countermeasures, wage increase incentives, and overseas infrastructure project recognition. Qualification requirements include experience with similar construction involving steel pipe sheet piles or steel pipe piles and caisson installation by workboats, technical staff qualifications, and compliance with various regulations. Bidders must submit technical proposals and price bids; the highest evaluated bidder within price limits will be awarded. Evaluation includes technical proposal, wage increase implementation, work-life balance promotion, and construction system assessment. The project includes measures for contract transparency, cost surveys, and labor condition investigations.
