The following general competitive tender is announced. Date of expenditure commitment: July 31, 2026. Responsible officer: NAGASHIMA Katsutoshi, Director General, Statistics Bureau, Ministry of Internal Affairs and Communications. Procurement agency number: 012. Location number: 13.
1. Procurement details:
(1) Item classification numbers 71, 27.
(2) Subject and quantity: Comprehensive contract for development, operation, and maintenance of the online survey system for the 2028 Housing and Land Test Survey.
(3) Characteristics of the procurement subject: as per the specifications.
(4) Contract period: as per the specifications.
(5) Delivery location: as per the specifications.
(6) Tender method: Tender price shall be entered as a total price. The winning bid price will be the amount stated in the bid plus 10% of that amount; bidders must enter the amount equivalent to 100/110 of the estimated contract amount regardless of their tax status.
2. Eligibility for participation:
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting, except minors or persons under guardianship who have obtained necessary consent.
(2) Must not fall under Article 71 of the same order.
(3) Must be rated Grade A or B in information processing or software development service provision in the Kanto-Koshinetsu region for fiscal years 2025-2027.
(4) Must have qualifications as determined by the responsible officer under Article 73 of the Cabinet Order. Details are in the tender documents.
(5) Must not be controlled by organized crime groups or equivalent.
