The following procurement is submitted to open competitive bidding.

1 Procurement details
(1) Product classification number: 14.
(2) Procurement subject and quantity: Financial Accounting System, one set.
(3) Characteristics of the procurement: As specified in the tender explanatory documents.
(4) Delivery deadline: July 30, 2027.
(5) Delivery location: The location designated by the President.
(6) Bidding method: The successful bidder will be determined using the lowest-price method. For the award decision, the amount stated in the bid plus 10 percent of that amount, with any fraction of less than one yen discarded, will constitute the successful bid price. Regardless of their consumption-tax status, bidders must state an amount equal to 100/110 of the estimated contract amount.

2 Qualifications for participation
(1) The bidder must not fall under Articles 4 or 5 of the Tokyo University of Agriculture and Technology Regulations for Handling Contract Affairs.
(2) The bidder must hold Grade A, B or C in the provision of services category for the Kanto-Koshinetsu region for fiscal 2026 under the national unified qualification system. Applications for that qualification are accepted at any time at the application offices listed in the annex to the notice on qualifications for participants in competitive bidding in the March 31, 2026 extra issue of the official gazette, Government Procurement No. 58.
(3) The bidder must demonstrate that a system for providing prompt after-sales service for the procured goods is in place.
(4) The bidder must demonstrate the ability to deliver the goods described in this notice at the time and place designated by the President.
(5) The bidder must possess the qualifications prescribed by the President under Article 6-2 of the Regulations for Handling Contract Affairs.
(6) The bidder must not be subject to a current suspension of transactions imposed by the President.

3 Submission of bids and related matters
(1) Place for submission of bids, inspection of contract terms, distribution of the tender explanatory documents, and inquiries:

(2) Distribution of tender explanatory documents: From the date of this notice at the location in 3(1) and on the university website.
(3) Deadline for receipt of bids: November 4, 2026, at 17:00 JST.
(4) Bid opening: November 26, 2026, at 14:00 JST, Meeting Room No. 2 on the third floor of the university headquarters building.

4 Other matters
(1) The language and currency used in the contract procedures are Japanese and Japanese currency.
(2) Bid security and contract security are waived.
(3) Requirements for bidders: Parties wishing to participate must submit a sealed bid, documents for comprehensive evaluation, and documents demonstrating the ability to supply the goods described in this notice on a lease basis by the deadline for receipt of bids. If the President requests explanations regarding those documents by the day before bid opening, the bidder must respond. These are the terms stated in this clause of the original notice.
(4) Invalid bids: Bids submitted by parties lacking the stated participation qualifications, bids from parties that fail to fulfill their obligations, and other bids specified as invalid in the tender explanatory documents are invalid.
(5) A written contract is required.
(6) Award method: The successful bidder will be the bidder whom the President considers capable of delivering the goods described in this notice and who submits the lowest valid price within the estimated-price limit prepared under Article 33 of the university accounting regulations. However, if the prospective winner's price gives grounds to believe that performance consistent with the contract cannot be achieved, or if concluding the contract with that bidder would threaten fair trading order and be manifestly inappropriate, the contract may be awarded to the next lowest bidder within the estimated-price limit.
