J-LIS hereby announces an open competitive tender using a comprehensive evaluation method.

1. Tender title
Third-Phase Rebuild of the Local Government Information Security Enhancement Platform

2. Matters subject to tender
As stated in the tender instructions to be distributed separately. No tender briefing session will be held for this procurement.
3. Eligibility to participate
A bidder must satisfy all of the following conditions: (1) hold Grade A in the Provision of Services category under the Unified Qualification for All Ministries and Agencies for FY2025-FY2027, with qualification for the Kanto-Koshinetsu region; (2) not be under suspension by a national ministry or agency from the date of the announcement through the bid opening; (3) not be under suspension by J-LIS during that period; (4) not be subject to a pending commencement of corporate reorganization proceedings; (5) not be subject to a pending commencement of civil rehabilitation proceedings; (6) have financial condition and credit sufficient to ensure proper performance of the contract; (7) not fall under any of the organized-crime exclusion categories set out in the notice (listed in full below); (8) hold authorization to use the PrivacyMark or have an equivalent personal-information protection framework with appropriate controls implemented and operated; (9) hold certification under the Information Security Management System conformity assessment scheme (JIS Q 27001:2014) or maintain an equivalent information-security management framework with appropriate controls implemented and operated; and (10) have experience building or operating systems related to LGWAN or LGWAN-ASP.

Organized-crime exclusion categories under condition (7):
A. Persons inappropriate as a contracting party
(a) Where an officer or equivalent of a person, corporation or organization (for an individual, that individual; for a corporation, an officer or the representative of a branch or business office that regularly concludes contracts; for an organization, its representative, director or another person who effectively participates in management) is an organized crime group as defined in Article 2, item 2 of the Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991), or a member of such a group as defined in Article 2, item 6 of that Act.
(b) Where an officer or equivalent uses an organized crime group or its members for the purpose of obtaining an improper benefit for themselves, their company or a third party, or for the purpose of causing damage to a third party.
(c) Where an officer or equivalent directly or actively cooperates in or is involved in the maintenance or operation of an organized crime group, including by supplying funds or providing benefits to an organized crime group or its members.
(d) Where an officer or equivalent improperly uses an organized crime group or its members while knowing them to be such.
(e) Where an officer or equivalent has a socially reprehensible relationship with an organized crime group or its members.
B. Persons engaging in conduct inappropriate for a contracting party
(a) Making violent demands.
(b) Making unreasonable demands beyond legal responsibility.
(c) Using threatening words or conduct, or violence, in connection with a transaction.
(d) Damaging J-LIS's credibility or obstructing J-LIS's business by spreading rumors, using deception or using force.
(e) Engaging in conduct equivalent to any of the preceding items.
4. Distribution of tender instructions
(1) Distribution period: August 7 through September 9, 2026, between 10:00 and 17:00 on business days excluding Saturdays, Sundays and public holidays.
(2) Distribution method: by email.
(3) A party wishing to receive the tender instructions must, by September 9, 2026 at 12:00 JST, submit the required information through the 'Other' category of the inquiry form on the J-LIS website and confirm the acknowledgment sent by J-LIS. Select 'System Management Office, Risk Management Division' as the inquiry item/department and enter: 'I wish to participate in the tender for the Third-Phase Rebuild of the Local Government Information Security Enhancement Platform.'
(4) After confirming the acknowledgment, submit by email the contact person's business card, documents concerning the company profile including financial statements, a copy of the result notice for the national competitive-participation qualification review, and a confidentiality pledge. The original confidentiality pledge must also be sent separately by post.
5. Bidding, opening and award
(1) Deadline for submission of bid documents: September 16, 2026 at 13:00 JST; documents must arrive by the deadline.
(2) Bid opening date: September 28, 2026.
(3) Planned date for notification of the successful bidder and related results: early October 2026.

6. Publication of tender information
The award result will be published on the J-LIS website. J-LIS may also publish bidder names, bid amounts and related information for bidders other than the successful bidder.

7. Other matters
(1) J-LIS will handle personal information appropriately within the scope necessary for this tender administration in accordance with its Basic Policy on Personal Information Protection and other applicable J-LIS rules.
(2) No bid guarantee is collected.
(3) Other details are as stated in the tender instructions distributed separately.
