The following is announced as an open competitive tender. This case requires submission of qualification certificates etc. (hereinafter referred to as "certificates etc.") for confirmation of eligibility to participate, and the bidding and contracting will be conducted via the electronic procurement system (GEPS). 1 Procurement details
(1) Item classification number: 14
(2) Procurement subject and quantity: Purchase of 122 sets of monitoring units for the regional meteorological observation system (subject to electronic procurement system)

(6) Bidding method: The bid shall be made at the total price including all expenses required for delivery of the subject in 1(2). When deciding the successful bid, the bid price shall be the amount obtained by adding 10% of the amount stated in the bid to that amount (if there is a fraction less than 1 yen, it shall be rounded down). Bidders shall state in the bid the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
(7) Use of electronic procurement system (GEPS): This case is subject to submission of application documents, bidding, and contracting via the electronic procurement system. If it is difficult to use the electronic procurement system, submission by paper bidding and paper contracting is allowed with approval.
2 Eligibility for participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under conservatorship or assistance who have obtained necessary consent for contract conclusion may be applicable under special reasons.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have grade A or B in "Manufacturing" or "Sales of goods" in the Ministry of Land, Infrastructure, Transport and Tourism's unified qualification for fiscal years 2025, 2026, and 2027, and have eligibility for the Kanto-Koshinetsu region.
(4) Regardless of the grade in (3), must meet the unified standards for expanding bidding opportunities for technically capable small and medium enterprises as decided by the government procurement electronicization promotion liaison meeting.
(5) Must have received the bidding explanatory documents.
(6) Must not be under exclusion requests from the police authorities as persons substantially controlled by organized crime groups or equivalent.
(7) Must not be under suspension of designation by the Japan Meteorological Agency.
(8) Application timing and place for qualification: As stated in the "Public Notice on Qualification of Bidders" dated March 31, 2026.

(1) Language and currency used in contract procedures: Japanese and Japanese currency.
(2) Bid and contract guarantee exemption.
(3) Requirements for bidders:
(a) Those wishing to participate via electronic procurement system must prepare bid document data (certificates etc.) and submit them by the specified deadline via the URL in 3(2).
(b) Those wishing to participate by paper bidding must submit bid document data (certificates etc.) by the specified deadline.
In either case, if requested by the contracting officer before the bid opening day, bidders must respond to explanations regarding submitted documents.
(4) Invalid bids: Bids by those without eligibility, violating bidding conditions, or failing to fulfill obligations will be invalid.
(5) Necessity of contract document preparation: Required. Contract procedures will be conducted via electronic procurement system; if difficult, paper contract method with approval is allowed.
(6) Method of deciding successful bidder: The lowest valid bid within the range of the estimated price prepared based on Article 79 of the Cabinet Order concerning Budget, Auditing and Accounting.
