1. Items subject to competitive bidding
(1) Item classification numbers: 71, 27
(2) Project name: Operation, maintenance, cloud service use, and upgrade work for reception system using public personal authentication service (starting April 2027)
(3) Specifications: According to the bidding specification documents.
(4) Contract period: From contract signing date to March 31, 2030
(5) Bidding method: The bid amount shall be a total price. The successful bidder will be selected by a comprehensive evaluation method, so documents related to performance, functions, and technology must be submitted. In addition, the successful bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than one yen shall be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt.

2. Eligibility for participation
(1) Must not fall under Articles 70 and 71 of the Budget Settlement and Accounting Ordinance. Minors, persons under guardianship or assistance are excluded if they have obtained necessary consent for contract conclusion.
(2) Must be rated A grade for "Provision of Services, etc." in the Ministry of Health, Labour and Welfare's unified qualification for fiscal years 2025, 2026, and 2027.
(3) Must be recognized as not having false statements in the qualification examination application.
(4) Must not be recognized as having extremely deteriorated management or credit.
(5) Must have no delinquency in labor insurance, welfare pension insurance, National Health Insurance Association health insurance, seamen's insurance, or national pension premiums for the past two years.
(6) Must not be subject to suspension of designation by the Ministry of Health, Labour and Welfare.
(7) Must have other qualifications determined by the expenditure officer based on Article 73 of the Budget Settlement and Accounting Ordinance.

This procurement will be conducted using the electronic procurement system. Those unable to use the electronic system may request a paper bid method by written application to the expenditure officer.
5. Others
(1) Language and currency used in bidding and contract procedures: Japanese and Japanese yen.
(2) Bid and contract guarantees: exempted.
(3) Requirements for bidders: Bidders wishing to participate must submit documents proving eligibility by October 13, 2026, 17:00. They must also submit a pledge stating they are not members of organized crime groups. Bidders must respond to explanations requested by the expenditure officer regarding these documents.
(4) Submission by mail: Must arrive by the deadline at the above address by registered mail. Responsibility for non-arrival lies with the participant. Include contact details of the person in charge.
(5) Invalid bids: Bids from ineligible bidders or those who fail to fulfill obligations or violate conditions will be invalid.
(6) Contract document preparation: required.
(7) Method of deciding successful bidder: Within the price limit set by the Budget Settlement and Accounting Ordinance, bidders meeting all mandatory performance and function requirements in the bidding documents will be evaluated comprehensively to select the successful bidder.
