The following is announced as a general competitive tender. Date: August 26, 2026. Procuring entity: Organization for Small & Medium Enterprises and Regional Innovation, Finance Department Director Kenshi ZENISHI. Procurement agency number: 598. Location number: 13.
1 Procurement content:
(1) Item classification numbers 71, 27.
(2) Procurement subject and quantity: Comprehensive operation and management services of the Information Network System (from December 2026 to July 2030).
(3) Specifications: According to the tender explanation documents and specifications.
(4) Contract period: From contract signing date until July 31, 2030.
(5) Performance location: According to the specifications.
(6) Tender method: The bid amount must state the total contract amount. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of tax status.
2 Eligibility for participation:
(1) Must not fall under the provisions of Articles 2 and 3 of the Organization for Small & Medium Enterprises and Regional Innovation Contract Handling Guidelines.
(2) Neither the bidder nor subcontractors may be antisocial forces as defined in Article 2 of the Organization's antisocial forces response regulations.
(3) Must hold unified qualification for all ministries for fiscal years 2025, 2026, and 2027, with grade A, B, or C in service provision categories 304 (Information Processing), 306 (Software Development), or 315 (Others).

3 Submission of bid documents:
(1) Distribution period and method of tender documents: From September 7, 2026 to September 28, 2026. Documents can be downloaded from the Organization's website. Specifications will be distributed at the briefing session. Those unable to attend must submit a specification distribution application with a prepaid envelope. Specifications must be returned after the tender with a withdrawal and document return form. No early distribution before deadline.
