(5) Bidding method
The bid amount shall be the total amount including all expenses necessary to perform the above procurement subject. When deciding the successful bid, the bid price shall be the amount obtained by adding 10% of the amount stated in the bid form to that amount. Therefore, bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.

2 Qualification for participation
(1) Must not fall under the provisions of Article 70 of the Budget Settlement and Accounting Act. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under the provisions of Article 71 of the Budget Settlement and Accounting Act.
(3) Must have a grade of A, B, C or D in the Ministry of Health, Labour and Welfare's competitive participation qualification (unified qualification for all ministries and agencies) for fiscal years 2025, 2026 and 2027 in the categories of "manufacture of goods" or "sale of goods" and have competitive participation qualification in the Kanto-Koshinetsu region.
(4) Must have other qualifications specified by the contracting officer in the bidding documents.
