1. Matters subject to competitive bidding

(5) Bidding method
The first negotiation right holder will be decided by the lowest price bid method,
① The bid submitted by bidders shall include direct expenses related to the procurement subject, as well as all expenses required for the commissioned work such as equipment, materials, machinery, transportation, etc., and estimate the contract amount.
② In deciding the first negotiation right holder, the bid amount will be considered as the bid price plus 10% of that amount (if there is a fraction less than one yen, it will be rounded down). Therefore, bidders must submit a bid form stating the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or exempt from consumption tax and local consumption tax.

2. Qualifications required for participants
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Rules shall not participate in the competition.
(2) Those who fall under the following may be excluded from participation:
① Those who have false statements in the qualification application or attached documents
② Those whose management status or creditworthiness has deteriorated extremely
(3) Those who have been rated A, B, C, or D in the "Provision of Services, etc." category in the unified qualification notification (all ministries and agencies) and have competitive qualifications in the Kanto-Koshinetsu region.
(4) Those who can prove that a rapid after-sales service and maintenance system related to purchased goods, etc. is established. However, this does not apply to the provision of services.
3. Location and period for showing contract terms
The location for showing contract terms, issuing bidding instructions, and submitting bids is as follows:

Bidding instruction issuance period: August 28, 2026 to September 18, 2026 (weekdays 8:30 am to 5:00 pm; last day until noon)
Bid receipt deadline: September 18, 2026, 5:00 pm (must arrive by then)

Location: National Cancer Center, Management Building 1F, Meeting Room 4, 5-1-1 Tsukiji, Chuo-ku, Tokyo
Date: September 25, 2026 (Friday) 2:15 pm
5. Other matters
(1) Language and currency used in contract procedures
Japanese and Japanese currency
(2) Invalid bids
Bids submitted by those without competitive qualifications or who failed to fulfill obligations required of bidders will be invalid.

Among bidders who submit bids with attached documents/materials in accordance with this announcement and bidding instructions, those who meet all participation qualifications and specification requirements, whose bid price is within the estimated price limit based on Article 37 of the National Cancer Center Contract Handling Rules, and who offer the lowest price will be selected as the first negotiation right holder and the contracting party.
