E. Persons recognized as antisocial forces or involved with such forces, or as defined in the tender specifications.
(2) Must be recognized as qualified in the competitive participation qualification examination by Japan Post Holdings Co., Ltd. or hold the Ministry of Internal Affairs and Communications unified qualification.

Bidders wishing to participate must submit certificates specified in the tender specifications by 10:00 AM on October 23, 2026, to the location indicated in section 5. Only those recognized as capable of delivering the items after examination of submitted certificates will be eligible to bid.
