This procurement involves the introduction of software for thermal fluid analysis of internal gyroid structure heat exchangers and cryogenic refrigerant piping, as well as technical support for establishing analysis procedures using actual gyroid structure data and transferring technology to researchers.
(3) Performance period: October 30, 2026 to March 31, 2027
(4) Performance location: National Institute of Advanced Industrial Science and Technology, Tsukuba Center Central Office
2. Qualifications required for participants in competitive bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the National Institute of Advanced Industrial Science and Technology's Contract Handling Regulations.
(2) Must be rated A, B, or C under the qualification screening procedures for participants in contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications under the unified qualification system of all ministries and agencies are considered as such.
(3) Small and medium enterprises with technical capabilities that meet any of the criteria from Article 17, Paragraph 1, Items 1 to 7 of the qualification screening procedures may participate regardless of the rating mentioned above.
(4) Must not be under suspension of designation based on the Institute's suspension measures from the date of this notice until the bid opening.
(5) Must have received the bidding documents.
(6) Must be judged qualified in the technical examination.

4. Matters concerning participation in competition

5. Matters concerning bidding

(2) Method of deciding successful bidder: The lowest valid bid within the price limit prepared under Article 14 of the Institute's Contract Handling Regulations will be selected. However, if the bidder is deemed unlikely to fulfill the contract properly or if contracting with them would disturb fair trade order, the next lowest bidder within the price limit may be selected.
