1. Matters subject to competitive bidding

(5) Bidding method
The first negotiator will be decided by the lowest price bid method,
① The bid submitted by bidders shall estimate the contract amount including direct expenses related to the procurement subject, as well as all expenses required for outsourcing such as equipment, materials, machinery, transportation, etc.
② In deciding the first negotiator, the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down) will be considered the winning bid amount, so bidders must submit a bid with an amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. *Except when the consumption tax rate is different.
③ This competitive bidding is conducted as a unit price total price. The bid must state the unit price total (excluding tax).
2. Qualifications required for participation in the competition
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Contract Handling Regulations shall not participate in the competition.
(2) Those who fall under the following may be excluded from participation:
① Those who have false information in the qualification application or attached documents
② Those whose management condition or creditworthiness has severely deteriorated
(3) Those who are rated A, B, C, or D in "Provision of Services" in the qualification examination result notification (unified qualification for all ministries and agencies) and have competition qualifications in the Kanto-Koshinetsu region.
(4) Those who have demonstrated a system for rapid after-sales service and maintenance related to purchased goods, etc. However, this does not apply to service provision, etc.
