2. Eligibility for Participation

(2) Must not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Must have qualifications rated A, B, C, or D in the Ministry of Justice competitive participation qualifications (unified qualifications for all ministries) for fiscal years Reiwa 7, 8, and 9 for "service provision, etc.".
(4) Must have qualifications determined by the expenditure officer based on Article 73 of the Budget Settlement and Accounting Act.
