The following is announced for general competitive bidding. Date: September 3, 2026. Responsible Officer for Disbursement: Katsutoshi NAGASHIMA, Director General, Statistics Bureau, Ministry of Internal Affairs and Communications. Procurement Agency Number: 012. Location Number: 13.
1. Procurement Content
(1) Item Classification Numbers: 71, 27
(2) Procurement Subject and Quantity: Comprehensive contract for design, development, operation, and maintenance work of SUT/IO creation work support programs.
(3) Characteristics of the procurement subject: As specified in the specifications.
(4) Contract Period: As specified in the specifications.
(5) Delivery Location: As specified in the specifications.
(6) Bidding Method: Bidders shall enter the total bid amount. The winning bid price will be the amount stated in the bid plus 10% of that amount; therefore, bidders must enter an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
2. Eligibility for Participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. However, minors or persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exempt.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must be rated A, B, or C in information processing or software development under the Ministry of Internal Affairs and Communications competitive participation qualification for fiscal years 2025, 2026, and 2027, and have competitive participation qualification in the Kanto-Koshinetsu region.
(4) Must have qualifications determined by the responsible officer for disbursement based on Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting. Details are in the bidding instructions.
(5) Must not be an entity substantially controlled by organized crime groups or equivalent.

Bidders wishing to participate must submit various documents specified in the bidding instructions by 4:00 PM on October 26, 2026, to the location indicated in 4(1). They must respond if explanations are requested regarding submitted documents.
