The decision of the negotiation rights holder will be made by the lowest price method,
① Bidders must estimate the contract amount including direct expenses related to the procurement subject, equipment, materials, machinery, transportation costs, outsourcing fees, and all other expenses.
② When deciding the negotiation rights holder, the amount obtained by adding 10% of the amount stated in the bid document (fractions less than 1 yen are rounded down) will be the application amount. Bidders must submit a bid stating the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2 Eligibility for Competition Participation
(1) Must not fall under the provisions of Article 6 of the National Cancer Center Contract Handling Rules. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions.
(2) Must not fall under the provisions of Article 7 of the National Cancer Center Contract Handling Rules.
(3) Must be rated A, B, C, or D in the qualification examination result notification (unified qualification for all ministries) for 'Provision of services, etc.' and have competition participation qualification in the Kanto-Koshinetsu region.
(4) Must be enrolled in social insurance and have no arrears in insurance premiums for the past two years.
