(6) Bidding method: The successful bidder will be determined by a comprehensive evaluation bidding method, so bidders must submit documents related to performance, functionality, and technology (hereinafter referred to as "documents for comprehensive evaluation"). The winning price will be the amount entered in the reverse auction system plus 10% of that amount (fractions less than 1 yen will be rounded down). Bidders must enter in the system an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
2 Eligibility for participation
(1) Must not fall under the provisions of Articles 2 and 3 of the contract handling regulations of The University of Tokyo.
(2) Must be rated A, B, or C in the "Manufacture or sale of goods" category for fiscal year 2026 in the Kanto-Koshinetsu region under the national unified qualification for participation in government procurement.
(3) Must prove a system for prompt after-sales service and maintenance for the purchased goods.
(4) Must meet the requirements specified in the tender specifications.
(5) Must not be under suspension of transactions by the president.
