<Overview>
This work involves developing a data management function that accumulates and manages vehicle driving data and other data in a state usable for training and evaluating machine learning models. Additionally, functions will be established to manage model training, performance evaluation, training conditions, and model versions according to vehicle classification, acquisition conditions, and data quality, aiming to build a research environment where performance evaluation and improvement of machine learning models can be conducted under reproducible conditions.

2. Qualifications Required for Participants in Competitive Bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated B, C, or D in the 'Provision of Services, etc.' category according to the Qualification Screening Handling Rules for Competitors in Contracts of the National Institute of Advanced Industrial Science and Technology. Those with equivalent qualifications in the unified qualification system of all ministries and agencies are considered to have the same rating.
(3) Must not have been suspended from nomination based on the Suspension Measures Handling Rules of the National Institute of Advanced Industrial Science and Technology during the period from the date of this notice until the bid opening.
(4) Must have received the bid explanatory documents.
(5) Must be judged qualified in the technical examination.
3. Location for Contract Terms, Distribution and Bid Explanation Documents, and Bid Explanation Meeting
(1) Location for contract terms, deadline and place for delivery of bid explanatory documents: September 24, 2026, 17:00. Delivery at the location in section 8. Those wishing to receive documents should contact the location in section 8.

4. Matters Concerning Participation in Competition

5. Matters Concerning Bidding
(1) Deadline and place for submission of bids: October 13, 2026, 17:00 strict (must arrive by mail). Submit to the location in section 8.
(2) Invalid bids: Bids by those not meeting the qualifications or violating bid conditions will be invalid.
6. Matters Concerning Bid Opening

(2) Method of deciding successful bidder: The lowest valid bid within the price limit prepared based on Article 14 of the Contract Handling Rules of the National Institute of Advanced Industrial Science and Technology will be selected. However, if the bidder is deemed unlikely to perform the contract properly or if contracting with the bidder is considered to disrupt fair trade order, the next lowest bidder within the price range may be selected.
