(1) Procurement Subject and Quantity: Update and maintenance of time servers, one set

AIST builds and operates the AIST network to provide a network infrastructure with high convenience, availability, and reliability to support research activities. This project involves replacing the time servers to continue providing accurate time information to the AIST network.
(3) Deadline for update work: March 31, 2027
(4) Maintenance period: April 1, 2027 to March 31, 2032
(5) Location of performance: National Institute of Advanced Industrial Science and Technology, Tsukuba Center Central Office
2. Qualifications required for participants
(1) Must not fall under the provisions of Articles 7 and 8 of the AIST Contract Handling Rules.
(2) Must be rated A, B, or C under the AIST competitive participant qualification screening rules for "service provision, etc." Those with equivalent qualifications under the unified qualification system of all ministries are deemed to have the same rating.
(3) Small and medium-sized enterprises with technical capabilities that meet any of the criteria in Article 17, Paragraph 1, Items 1 to 7 of the AIST competitive participant qualification screening rules may participate regardless of the rating in (2).
(4) Must not have been suspended from nomination based on the AIST contract nomination suspension rules during the period from this notice to the bid opening.
(5) Must have received the bidding documents. Submission of a confidentiality pledge in the designated format is mandatory to receive the documents.
(6) Must be judged qualified in the technical evaluation.

(2) Method of deciding successful bidder
Based on Article 14 of the AIST Contract Handling Rules, the successful bidder will be selected from those who submitted valid bids within the price limit and met all mandatory criteria specified in the bidding documents, using the comprehensive evaluation method defined therein. However, if the successful bidder's bid price is deemed to risk non-compliance or disturb fair trade order, the next highest scoring bidder meeting all criteria may be selected.
