1. Procurement Details
(1) Item Classification Numbers: 15, 28
(2) Procurement Subject and Quantity: Complete replacement of network switches for the common IT infrastructure (DC 4)
(3) Characteristics of the procurement subject: According to the specifications.
(4) Performance Deadline: Monday, March 8, 2027.
(5) Performance Location: Tokyo Headquarters of the institution (details specified in the specifications).
(6) Bidding Method: The winning bid price will be determined by adding 10% of the bid amount stated in the bid form to that amount; bidders must state in the bid form an amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt entities. However, if the consumption tax rate changes due to tax law or other legal revisions, the consumption tax amount will be calculated based on the revised rate after the change.

2. Eligibility for Participation in Competitive Bidding
(1) Persons who do not fall under Article 70 of the Budget Settlement and Accounting Act. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions under special reasons.
(2) Persons who do not fall under Article 71 of the Budget Settlement and Accounting Act.
(3) Requirements for participation in competitive bidding:

1. Must have obtained competitive participation qualifications that meet all of the following under the unified qualification system for all ministries and agencies: Type of qualification: Sales of goods; Grade: A or B; Valid years: 2025, 2026, 2027.

2. Persons who have filed for rehabilitation procedures under the Corporate Reorganization Act or Civil Rehabilitation Act must have been re-certified for competitive participation qualifications after the decision to start procedures.

3. Persons currently under transaction suspension measures by this institution are not eligible.

4. New applicants for competitive participation qualifications must obtain the unified qualification from the URL: https://www.chotatujoho.geps.go.jp/va/com/ShikakuTop.html
