1. Procurement Details

(6) Tender Method: The bid shall include all expenses necessary for delivery in addition to the amount for item (2) above. The successful bid price will be the amount stated in the bid plus the amount equivalent to the percentage of that amount (if there is a fraction less than 1 yen, it will be rounded down). Bidders must state in the bid the amount equivalent to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
2. Eligibility for Participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. However, minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have Ministry of Health, Labour and Welfare unified qualification for sales of goods graded A, B, C, or D and have competitive participation qualification in the Kinki region.
(4) Must have other qualifications as determined necessary by the contracting officer.
