1. Subject of competitive bidding
(1) Business name: Additional production work of 360° VR content for the interactive attraction "Ride-On G1 Horse"
2. Qualifications required for participants in the competitive bidding
(1) According to the Japan Racing Association's "Qualification and Grading Standards for Participation in Competitive Bidding for Goods, etc." for fiscal years 2024-2026, the contract type is "service contract," or according to the unified qualification for all ministries for fiscal years 2025-2027, the qualification type is "service provision," and the participant is graded in any category.
(2) The participant must have good management and credit status and be capable of smoothly executing the Association's business.
(3) The participant must not have been subject to suspension from participation in competitive bidding by the Association or the Ministry of Agriculture, Forestry and Fisheries during the period from the date of this announcement to the bid opening date.
(4) The participant must be recognized as having the necessary ability to perform the work.
(5) Other conditions are described in the bidding documents.

5. Bid opening
(1) Date and time: October 21, 2026, 1:00 PM
(2) Place: Headquarters 4th floor, Room 405
6. Method of selecting the successful bidder
(1) Bidding will be conducted based on the total cost of the project.
(2) Those who submit a bid price within the Association's estimated price range will then submit planning documents.
(3) The "price points" will be calculated from the bid price, and the "technical points" will be evaluated by the comprehensive evaluation committee based on the planning content.
(4) Proposals that do not meet the technical point criteria will not be adopted.
(5) The bidder with the highest total score (sum of price and technical points) will be awarded the contract. If two or more bidders have the same highest total score, the one with the higher technical points will be selected; if technical points are also tied, selection will be by lottery.
7. Bid and contract guarantees:
Fully exempted.
8. Invalid bids
(1) Bids by those who do not meet the participation qualifications or violate the conditions in this announcement or bidding documents will be invalid.
(2) If the successful bidder is suspended from participation in competitive bidding by the Association or the Ministry of Agriculture, Forestry and Fisheries between the bid award and contract signing, all procedures related to this bid will be invalidated.
9. Necessity of contract document:
A contract document will be prepared upon contract signing.
10. Bid price description
(1) The bid price must include consumption tax and local consumption tax.
(2) Fractions less than one yen will be rounded down.
(3) The bid price must include all expenses specified in the bidding documents.
11. Others
(1) Participants must have read and agreed to the "Japan Racing Association Goods Bidding Guidelines" before bidding.
(2) This bid is subject to the "Low Bid Price Investigation."
