1. Tender Subject:
Construction and Operation Support Services for OpenRoaming ANP Demonstration Experiment, one set
2. Tender Method:
The bid amount must be entered as a total amount. When deciding the winning bid, the bid price will be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen will be truncated). Bidders must enter the amount corresponding to 100/110 of the estimated total amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax.
3. Contract Period:
From November 2, 2026, to March 31, 2027
4. Eligibility for Participation:
1) Must be rated A, B, or C in the 'Provision of Services, etc.' category for the Kanto-Koshinetsu and restricted areas in the 2026 fiscal year under the national unified qualification system.
2) Must not fall under Article 4 of the National Institute of Informatics Contract Handling Regulations.
3) Must not fall under Article 5 of the National Institute of Informatics Contract Handling Regulations.
Note: Persons under guardianship or minors with necessary consent may be exceptions under special reasons.
5. Distribution and Inquiry for Tender Documents:

10. Bid Conditions:
1) As per attached 'Bidder's Code of Conduct.'
2) Bids by fax, telephone, or email are not accepted.
3) Those who do not receive tender documents cannot participate.
4) Documents confirming eligibility and ability to deliver must be submitted by the bid deadline.
11. Contract Conditions:
As per attached draft contract and National Institute of Informatics Contract Handling Regulations and Service Provision Contract Standards.
12. Bid Bond:
Exempted.
13. Contract Bond:
Exempted.
14. Contract Creation:
A contract will be created upon conclusion.
