An open competitive tender will be conducted for the procurement of one complete set of a patient information recording and management system for emergency outpatients, as follows.
1. Matters subject to competitive tender
(1) Procurement subject and quantity
Patient information recording and management system for emergency outpatients: one complete set.
(2) Performance period
From: the date the contract is concluded.
To: 31 December 2026.
(3) Place of performance
National Hospital Organization Mito Medical Center, 280 Sakuranosato, Ibaraki-machi, Higashiibaraki-gun, Ibaraki Prefecture.
(4) Tender method
Open competitive tender; comparison will be based on the total amount. The bid amount must include all costs required for performance in addition to the procurement itself.
For award determination, an amount equivalent to 10% of the amount stated in the bid will be added; any fraction of one yen will be rounded down. Regardless of whether a bidder is a taxable business for consumption tax purposes, the bid must therefore state an amount equivalent to 100/110 of the estimated contract amount.
2. Eligibility to participate
(1) A party classified in Grade A, B, C or D for Manufacture of Goods or Sale of Goods under the Ministry of Health, Labour and Welfare's competitive participation qualification (All-Government Unified Qualification) for open competitive tendering in the applicable fiscal year, and qualified to participate in the Kanto-Koshinetsu region.
(2) A party that does not fall under Articles 5 or 6 of the National Hospital Organization's Detailed Rules for Handling Contract Affairs.
(3) A party that also satisfies the requirements stated in the tender instructions.
3. Submission of bids and related matters

4. Other matters
(1) Language and currency used in contract procedures: Japanese and Japanese currency only.
(2) Bid security and contract security: exempt.
(3) Written contract: required.
(4) Invalid bids: bids submitted by parties lacking the qualifications stated in this notice, and bids that violate tender conditions, are invalid.
(5) Selection of the first party entitled to negotiate
The party submitting the lowest valid bid within the estimated-price limit established under Article 22 of the National Hospital Organization's Detailed Rules for Handling Contract Affairs will be selected as the first party entitled to negotiate. If negotiations are unsuccessful or in similar circumstances, the next-ranked bidder whose bid falls within the estimated-price limit may be selected for renewed negotiations.
