The following is an open competition.

(5) Tender Method
The first negotiation right holder will be decided by the lowest price bid method.
1. The bid submitted by one bidder must estimate the contract amount including direct expenses related to the procurement subject, equipment, materials, machinery, transportation costs, and all other expenses required for the commissioned work.
2. In determining the first negotiation right holder, the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down) will be the winning bid amount. Bidders must submit a bid form stating the amount corresponding to 100/110 of the estimated contract amount regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. *Except when the consumption tax rate differs.
3. This competition is conducted by unit price. The bid form must state the unit price (excluding tax). 3. This competition is conducted by total price. The bid form must state the total price (excluding tax).
2. Qualifications Required for Participants in the Competition
(1) Those who fall under the provisions of Articles 6 and 7 of the National Cancer Center Japan Contract Handling Rules cannot participate in the competition.
(2) Those who fall under the following may be excluded from participation:
1. Those who have false statements in the qualification application or attached documents
2. Those whose management condition or creditworthiness has deteriorated extremely
(3) Those who have been rated A, B, C, or D in "Provision of Services, etc." in the qualification examination notification (Unified Qualification for All Ministries and Agencies) and have competition qualifications in the Kanto-Koshinetsu region.
(4) Those who can prove a system for rapid after-sales service and maintenance related to purchased goods, except for provision of services.

The location for indicating contract terms, issuing tender explanation documents, and submitting bids is as follows:

Japanese language and Japanese currency.
(2) Invalidity of Bids
Bids submitted by those without competition qualifications or who fail to fulfill required obligations will be invalid.

(4) Method of Contractor Decision
Among bidders who submit bids with attached documents/materials meeting all competition qualifications and specification requirements of this notice and tender explanation documents, and whose bid amount is within the limit of the estimated price according to Articles 37 and 38 of the NCC Contract Handling Rules, the lowest price bidder will be the first negotiation right holder and the negotiation partner.
