(6) Bidding method: The winning bid price shall be the amount stated in the bid plus 10% of that amount (fractions less than 1 yen shall be rounded down). 2 Eligibility for participation
(1) Must not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting. Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion may be exceptions in special cases.
(2) Must not fall under Article 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(3) Must have Grade A or B rating in "sale of goods" in the Kanto-Koshinetsu region under the National Diet Library's unified qualification for ministries and agencies for fiscal years 2025, 2026, and 2027, or if not qualified, must undergo qualification review by the certificate submission deadline and be rated accordingly.
(4) Must not be under suspension of designation based on the National Diet Library's handling of suspension of designation for contracts of goods, etc. (document No. 1406251 dated 2014).
(5) Must have other qualifications as determined by the responsible officer based on Article 73 of the Cabinet Order concerning Budget, Auditing and Accounting.
