This project involves constructing integrated management of security functions, visualization of operational status, and operational support functions in a high-security data management and computing infrastructure system.

2. Qualifications Required for Participants in Competitive Bidding
(1) Must not fall under the provisions of Articles 7 and 8 of the contract handling rules of the National Institute of Advanced Industrial Science and Technology.
(2) Must be rated A, B, or C for 'Provision of Services, etc.' according to the qualification screening rules related to contracts of the National Institute of Advanced Industrial Science and Technology. Those holding equivalent qualifications under the unified qualification system of all ministries and agencies are deemed to have the same rating.
(3) Technically capable small and medium enterprises falling under any of items 1 to 7 of Article 17, Paragraph 1 of the qualification screening rules may participate regardless of the rating in (2).
(4) Must not be under suspension of designation based on the suspension measures of the National Institute of Advanced Industrial Science and Technology during the period from this announcement to bid opening.
(5) Must have received the bidding documents. Submission of a confidentiality pledge in the designated format is mandatory to receive the bidding documents.
(6) Must be judged qualified in the technical examination.

Based on Article 14 of the contract handling rules, the successful bidder will be selected from valid bids within the price limit who meet all mandatory requirements specified in the bidding documents, using the comprehensive evaluation method. If the successful bidder's bid price raises concerns about contract fulfillment or fair trade order, the bidder with the highest total score among others meeting all criteria may be selected.
