Suppliers eligible for participation are those who:
① Do not fall under Articles 2 and 3 of the Japan Sport Council Contract Regulations. Minors, persons under conservatorship or assistance who have obtained necessary consent may be applicable under special reasons.
② Have Grade A qualification in “offer of services” for participation in tenders by all ministries and agencies for fiscal years 2025, 2026, and 2027.
③ Meet qualification requirements specified by the obligating officer.
④ Are not members or affiliates of organized crime groups and have no socially condemnable relations with such groups, and can pledge this in a written oath.
⑤ Hold Privacy Mark or ISMS (ISO27001) certification.
⑥ Are administrative agencies as defined by the Act on Promotion of Administrative Reform Utilizing Information and Communications Technology (Act No. 151 of 2002), or a legally registered entity in Japan.
⑦ Have no officers or employees who have violated laws related to personal information protection, use of identification numbers, or prevention of unfair acts by organized crime groups within the last five years.

2. Bidding Method
The bid amount shall be stated as a total price. The winning bid price will be the bid amount plus 10% of that amount (fractions less than 1 yen are rounded down).
Bidders must state in the bid the amount corresponding to 100/110 of the estimated contract amount, regardless of consumption tax status.
