1 Procurement details

(6) Tender method: The bid amount must include all costs required for delivery in addition to the purchase price of the goods. The successful bidder will be determined by adding 10% of the bid amount to the bid price (fractions less than 1 yen will be truncated). Bidders must submit a bid form indicating an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt entities for consumption tax and local consumption tax.
2 Eligibility for participation
(1) Must not fall under Article 5 of the National Hospital Organization Contract Handling Rules (hereinafter referred to as the Contract Rules). Minors, persons under guardianship or assistance who have obtained necessary consent for contract conclusion are exceptions under special reasons.
(2) Must not fall under Article 6 of the Contract Rules.
(3) Must have qualification grades A, B, or C in the Ministry of Health, Labour and Welfare's unified qualification for competitive participation for 'sale of goods (medical devices)' with competition eligibility in the Kinki region. Applications for this qualification are accepted at designated reception offices as per the Government Procurement Gazette No. 58 dated March 31, 2026.
(4) Must have qualifications determined by the financial officer based on Article 4 of the Contract Rules.
