1 Procurement details

(6) Bidding method: Bidders shall estimate the desired contract amount including the main price of the procurement project, transportation costs, insurance fees, customs duties, and all other expenses necessary for fulfillment. The winning bid price will be the bid amount plus 10/100 of that amount (fractions less than 1 yen are truncated), so bidders must state in the bid form the amount corresponding to 100/110 of the estimated contract amount regardless of consumption tax status. As a principle, the number of bid executions is limited to two times. If no winner is decided within these two attempts, it will not transition to a discretionary contract based on Article 99-2 of the Budget, Settlement and Accounting Act.
(7) Use of electronic procurement system: This project uses the electronic procurement system for submission of certificates, bidding, and contract procedures. If difficult, paper bidding is allowed. 2 Eligibility for competition participation
(1) Must not fall under Articles 70 and 71 of the Cabinet Order concerning Budget, Auditing and Accounting.
(2) Must have Grade A or B in service provision qualification for Kanto-Koshinetsu region for fiscal years 2025-2027 by Ministry of Land, Infrastructure, Transport and Tourism (or be registered by bid opening).
(3) Must not be suspended from nomination by the Director-General of Geospatial Information Authority of Japan during the period from certificate receipt deadline to bid opening.
(4) Must have electronic certificate if using electronic procurement system.
(5) Must not be influenced by gangsters or excluded by Ministry of Land, Infrastructure, Transport and Tourism.
(6) Must have obtained the bid manual directly from the ordering party.
(7) Must conform to conditions specified in Article 9 of the specifications. Application timing and place for competition qualification are as stated in the public notice dated March 31, 2026. (9) Method of deciding winning bidder: The lowest valid bid within the price limit based on Article 79 of the Budget, Settlement and Accounting Act will be selected.
